                                                   HISTORY OF CONSTITUTION

The Jurisprudence of Freemasonry defines a Grand Lodge to be "the dogmatic and administrative authority of
several particular Lodges of a country or province, which is usually composed of the Grand Officers and of the
presiding Officers of these particular Lodges, or of their Deputies and which deliberates for their general good."


On March 25, 2006 due to the bigotry, racism and segregation that is within American Freemasonry and to restore
the true means and ancient traditions back into the Craft, four warranted,  just and duly constituted Lodges, held a
Grand Assembly of Master Masons in due form in the State of Virginia to vote on the formation of the Regular
Grand Lodge of Virginia, Ancient and Honourable Fraternity of Free and Accepted Masons according to the
Constitutions of Ancient Craft Freemasonry.

After this historic event, a petition and the official minutes of this Grand Assembly meeting were sent to the
Regular Grand Lodge of England in which a Warrant of Constitution was approved and granted. After receiving this
Warrant and Incorporating this Grand Lodge in the State of Virginia, the Regular Grand Lodge of Virginia became
the first and Premier Regular Grand Lodge in the United States of America affiliated with the Masonic High
Council of England and Wales, the Mother Masonic High Council of the World, in the new effective order of Upper
Stream Freemason's.

The Regular Grand Lodge of Virginia is the supreme Masonic authority of the Jurisdiction in which it is situated,
and faithful allegiance and implicit obedience is due to it from all it's Constitutive Lodges and Appendant Bodies
residing therein. Its functions and prerogatives are therefore of the most extensive and important nature, and
should be carefully investigated by every Freemason who desires to become acquainted, not only with his duties to
the Order, but with his own rights and privileges in it.  

On June 24, 2006 MW Bro. Joseph Henry Burris of Virginia Beach, Virginia was installed the first Grand Master
of the Regular Grand Lodge of Virginia. Through his prudence and guidance, there are many just and duly
constituted Lodges under the Auspices of the Regular Grand Lodge of Virginia and "Treaties of Amity" from the
following Regular Grand Lodges: Slovenia, Venezuela, Austral Peru, Occidental Peru, Central Peru, Western Peru,
Lebanon, Bolivia, North Carolina, Illinois, New Jersey, Nevada, France and the Grand Orient of Italy Federal.
























On November 4, 2006 MW Bro. Joseph Henry Burris and MW Bro. Carlton Brigham (the current Senior Grand
Officer of Maryland, and Past Grand Master) traveled to Paris, France to attend the International Masonic
Conference of Regular Grand Lodges throughout the World. Upon their arrival, they were greeted and shared
fraternal relations with regular Freemasons across the globe and signed "
The Accord of Paris". Since their return
to the United States of America, they have devoted much time and effort to the movement of Upper Stream
Freemasonry, uniting legitimate Freemason's on one accord, no matter what race, color or nationally.

Along with the Regular Grand Lodge of Virginia, the Regular Grand Lodge of Illinois, the Regular Grand Lodge of
New Jersey and the Regular Grand Lodge of North Carolina, the four original Regular Grand Lodges in the United
States of America, affiliated with the Masonic High Council of England and Wales, the Mother Masonic High
Council of the World, representing the four corners of the square, established the Masonic High Council of the
United States of America, Confederation of Regular Grand Lodges, Conference of Grand Masters, to promote and
spread the cement of Brotherly Love, long diminished, by irregular Freemason not abiding by the Jurisprudence of
Freemasonry.

Every Regular Grand Lodge is an independent, self-governing, responsible organization with entire, undisputed and
exclusive dogmatic and administrative authority over the Symbolic Lodges and Appendant bodies within its
Jurisdiction, and not in any sense whatever subject to, or dividing such authority with, a Supreme Council or other
Body claiming ritualistic or other supervision or control. The Masonic High Council of the United States is mainly a
Board of Grand Masters consisting of all Grand Masters of the Regular Grand Lodges, to meet, greet and to share
Fraternal relations, that vote on the subject of recognition and affiliation with the same.

All Regular Grand Lodges in the United States of America must maintain this affiliation to be recognized by the
Regular Grand Lodges affiliated with the Masonic High Council of the United States of America and the Regular
Grand Lodge of England.
